Rector of Uganda Martyrs National Major Seminary Appointed Bishop of Country’s Nebbi Diocese

Pope Francis has appointed Mons. Constantine Rupiny, currently serving as the rector of the Uganda Martyrs National Major Seminary Alokolum in Gulu as the Local Ordinary of Nebbi Catholic Diocese.

The appointment of Mons. Rupiny, who is a member of the Clergy of the same Diocese was made public by the Holy See Press office on Tuesday, November 26 and confirmed by the Apostolic Nuncio in Uganda, Archbishop Luigi Bianco, on the same day.

“The Apostolic Nunciature in Uganda has the pleasure to announce that on 26th November 2024, His Holiness Pope Francis has appointed Bishop of the Diocese of Nebbi, the Rev. Fr. Constantine Rupiny, of the Clergy of the same Diocese of Nebbi,” Archbishop Bianco said in a Tuesday, November 26 statement.

The Nuncio in Uganda congratulated the new Bishop invoking “abundant blessings upon his pastoral ministry in that local Church.”

The Diocese of Nebbi became vacant on March 22 this year following the transfer of Archbishop Raphael p'Mony Wokorach to the Archdiocese of Gulu. In July, Archbishop Wokorach was appointed as the Apostolic Administrator of the Diocese.

Archbishop Bianco lauded the member of the Comboni Missionaries of the Heart of Jesus (MCCJ) who had been at the helm of Nebbi since August 2021 for his service as Apostolic Administrator of Nebbi after his transfer to Gulu Archdiocese.

Born on 10 November 1974, in Parombo, in the Diocese of Nebbi, the Bishop-elect was ordained a Priest for the same Diocese in August 2004 after completing his philosophical studies at the Uganda Martyrs’ National Major Seminary in Alokolum, in the Archdiocese of Gulu and his theological studies at St. Mary's National Major Seminary in Ggaba, in the Archdiocese of Kampala.

He pursued further studies obtaining a licentiate in Philosophy from the Pontifical Urban University in Rome and a Doctorate in Dogmatic Theology from the Cardinal Stefan Wyszyński University in Warsaw, Poland.

Since his Priestly ordination, Mons Rupiny has served in various capacities including Parochial Vicar of Kango; Parish Priest of Akanyo; and Formator and Professor at the Uganda Martyrs’ National Major Seminary in Alokolum.

The Ugandan Bishop- elect has also served as Vice President of the Presbyteral Council of Nebbi and Vice Rector of the Uganda Martyrs’ National Major Seminary in Alokolum before being appointed as the rectors of the same Seminary in September 2023.

Once ordained Bishop, he will become the 5th Bishop of the Ugandan Diocese that measures 5,098 square Kilometers, with a population of 549,118 Catholics representing 81.8 percent of the total population in the Episcopal See, according to 2021 statistics.

The Diocese that was erected in February 1996 as the Diocese of Arua before changing to its current name is part of the ecclesiastical province of Gulu.
